Offline notifications for host

Currently the offline notifications only inform the owner that the station is offline, but for remote installs there is no notification for the local host. Due to timezone differences it might take a while for the owner to inform the host.

I would propose changing the notification logic to email both the owner and host emails when the station goes offline.
