Show the minimum altitude reported for each rewards hex

When viewing a station’s coverage on the map and hovering over a rewards hex, show two new stats: minimum reported altitude (for the whole rewards hex), and my station’s minimum reported altitude.

This can help operators to gauge the quality of their coverage at low altitudes where providing coverage is more difficult.

Bonus goal: Show a histogram of all reported altitudes instead of just the minimum value.
